Jim’s Message to Voters of the 49th

2006 is a special year. We have had years of “wedge politics,” the politics of disunity, of turning citizens against each other, and we have witnessed the results. Very few people believe we are living up to our great potential and promise. How can we achieve anything when we are so divided?

I believe you make change by beginning at the local level. Today, it’s the states that are leading the way on health care reform, transportation, public safety, and education. What works here can change the nation and the world.

On the state level we have had progress. I helped pass legislation to curb run-away pharmaceutical prices and increase the number of health care professionals. I worked to make WSU Vancouver a four-year university so that you don’t have to leave town to get an education. I helped pass well-defined business incentives that helped save hundreds of local jobs in the technology sector, and directly helped maintain Vancouver’s position as a global leader in the technology manufacturing and development. I was able to help get our region $180 million towards road improvements. Maintaining standards in labor and environmental protection continue to make Southwest Washington an attractive place to build a business and raise a family.

I worked with Vet’s groups across the state to modernize local Vet’s benefits, and to free up money that had already been collected, but not distributed, to now be available to Vets and their families when they need it. In simple terms, we cut out a lot of red tape that was preventing our Vets and their families from getting benefits at the local level. We now have Veterans’ councils to help run these programs in every county. The reforms included making sure that the National Guard is being recognized as a vital part of the national defense, and that Guardsmen get the same local Vet’s benefits.

Finally I have also worked on making sure that your personal final directions are followed. I wrote and worked to pass Living Will legislation that allows you to set health care directions in an official state directory (officially called the Washington State Health Care Directive Registry). This registry offers 24/7 Internet access for licensed health providers such as hospitals.

We are at our best when we come together to do the right thing. We cannot win against dangerous foes abroad, or deep challenges at home, unless we work to bring some unity and some sanity back to our politics. I pledge to help bring about a new politics of unity and progress to our state.

It is a great honor to serve you as your representative in Olympia. I pledge that I will give every effort to work for policies that benefit the average people of this community- and this state.
