2003-2004 Session

Summary

A state resident involved in a motor vehicle accident while operating a motor vehicle on a state public highway may be served by substitute service of process on the Secretary of State if the resident cannot be found in Washington, after a due and diligent search, at any time within the three years following the event.

1687 Revising provisions concerning possession of firearms by persons found not guilty by reason of insanity.

2005-2006 Session

Summary:

A verdict of not guilty by reason of insanity is to be considered the same as a verdict of guilty for purposes of a person’s right to possess a firearm or to obtain a concealed pistol permit. For restoration of these rights, such a person must meet the eligibility requirements that would have applied had he or she been convicted of the crime.

An additional requirement is placed on a person who has been involuntarily committed for mental health treatment and is applying for restoration of his or her right to posses a firearm.

2009-2010 Session

Summary:

The alien firearm statute is repealed and new requirements for the possession of firearms by non-citizens are established. It is a class C felony for a person who is not a citizen of the United States to possess a firearm in Washington unless the person is: a lawful permanent resident; a non-immigrant alien residing in Washington who has obtained an alien firearm license; or a non-immigrant alien residing outside of Washington who meets certain requirements.
