A Vancouver resident, Jim was a chemical-dependency counselor at Kaiser Permanente for 30 years. Jim has a bachelor’s degree in psychology from Washington State University,  did his graduate work in social work at Portland State University, and he’s a graduate of the Mark Hatfield School of Government at Portland State.
Jim served 7 terms as a State Representative in the 49th District in the Washington State House of Representatives, and served as House Speaker Pro Tempore for his last 2 terms. Before becoming a State Representative, he served 2 terms on the Vancouver City Council.

While elected as a State Representative Jim was an effective leader serving on various committees and taskforces:

  • the Co-Chair of the Behavioral Health Taskforce

  • the Senate/House Joint Taskforce on Revising the Child Support Schedule

  • Co-Chair of the Joint Committee on Veterans & Military Affairs

  • Co-Chair of the Senate/House Joint Taskforce on Public Health Financing

  • the Governor’s Work Group on Licensing of Mental Health and Abuse Counselors

Jim was honored to have had the opportunity to sponsor and pass several pieces of legislation to protect vulnerable adults from exploitation and abuse and to ensure that Veterans have access to emergency funds. While on the transportation committee, Jim was able to secure funding for numerous redevelopment projects in downtown Vancouver as well as much needed upgrades to the highways and streets in the Clark County area.

Jim Moeller is also a tireless community advocate serving on various local boards, committees and taskforces. Jim has served as:

  • an honorary board member of the Big Brothers/Big Sisters

  • a board member of the Human Services Council

  • a member of the Clark County Methamphetamine Task Force

  • a board member of the Washington End of Life Coalition

  • Vice Chair of the Association of Washington Cities

  • a member of the Governor’s Council on Substance Abuse

  • the Chair of the Southwest Washington Health District Board of Directors

  • a founding member and former co-chair of the Vancouver/Clark County Lodging Tax Advisory Committee

  • a member of the YWCA Diversity Task Force

  • a member of the Clark College Advisory Committee on Chemical Dependency

  • a founding member of Clark County Pride

  • a founding member of Hands Off Washington
